Government of Ukraine
The national response to the HIV epidemic in Ukraine is organized under the leadership and ownership of the Government of Ukraine as stated in the National Target Social Program of Combating HIV/AIDS for 2014-2018 (National AIDS Programme). The Government of Ukraine plays a coordinating role in the implementation of the National AIDS Programme and has the ultimate responsibility towards its deliverables.

Effective partnerships are fundamental to successfull and sustainable HIV response, acting as a catalytic force for change and providing accountability for political commitments. The importance of international cooperation for the global HIV response is well recognized at international, regional, and national levels and welcomed as a symbol of global solidarity and shared commitment.
In Ukraine, the international community provides technical assistance and supports the strengthening of the national response to the HIV by bringing knowledge, international expertise and best practises to the country level and – aligned with country objectives and strategies, provides a significant amount of resources for scaling-up towards universal access to prevention, treatment, care, and support to all people living with and affected by HIV.
Ukraine is a recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria supported Round 6 and 10 grants, targeted to programmes following national priorities and implemented by national partners.
Several international development partners are currently present in Ukraine, with an objective to build the country capacity and support to stop and reverse the spread of HIV in the country.

Civil Society Partners
The civil society plays a critical role in the national response to the HIV epidemic, speaking with many voices and representing different perspectives. The importance of securing input from the full spectrum of the civil society partners cannot be overstated in the development, implementation and sustenance of HIV prevention, care and support programmes designed for key populations at higher risk of HIV exposure, youth, and general population, and in scaling-up towards universal access to prevention, treatment, care, and support to all people living with and affected by HIV.
Many non-governmental organizations and civil society partners are currently working in the area of HIV in Ukraine, among those the communities of people living with HIV. Two civil society organizations – All- Ukrainian Network of People Living with HIV and International HIV/AIDS Alliance in Ukraine – are also the main recipients of the Global Fund to Fight AIDS, Tuberculosis and Malaria supported Round 6 and 10 grants disbursed to Ukraine.
